1.  Citizens’ Charter of  Bangladesh Institute of Nuclear Agriculture (BINA)

BINA is a National Agricultural Research Institute under the Ministry of Agriculture mandated to conduct research through peaceful use of nuclear techniques to evolve improved and sustainable technologies for increased crop production to attain country self- sufficiency in food and achieve food security for the people

2.      Aims and objectives of the Institute

 

2.1          Undertake research adopting nuclear techniques for the purpose of ensuring a stable and productive agriculture through evolution of new varieties of crops, scientific management of land and water, development of appropriate technology to improve quality and quantity of crops, and development of methods for control and/or management of insect pest and diseases. 

2.2          Undertake agronomic and soil-plant relationship studies.

2.3          Carry out demonstration tests or trial-runs of new varieties of crops and their management practices.

2.4          Publish annual reports relating to the activities of the Institute.

2.5          Publish agricultural manuals, monograms, bulletins and other literature relating to crop research.

2.6          Train research and extension officers in the improved technology of crop production.

2.7          Provide post-graduate research facilities.

2.8          Organize seminars, symposia and training workshop on selected problems relating to agriculture and agricultural research and technology.

2.9          Undertake research programmes in collaboration with other national and international agencies and organizations.

2.10      Enter into bilateral agreements with foreign institutions for academic degrees, specialized training, scientific visits and exchange programmes; and.

2.11      Perform such other functions as may be necessary for the purposes of this ordinance (Act No. IV of 1996 dated 17.8.1996).  

 

3.      Services

 

3.1    Provide developed technologies, both commodity and non-commodity types to end users

3.2   Supply seeds of high improved crop varieties developed by the institute to different clients including farmer.

3.3    Supply biofertilizer for leguminous crops.

3.4    Provide analytical services for soil and fertilizer samples.

3.5    Supply leaflets and booklets on the developed technologies to the clients.

3.6    Supervise the research works of post-graduate (M.S.& Ph.D.) students of different Universities.

3.7    Help visiting farmers, trainees and other clients in getting information about BINA developed technologies

3.8    Train and advise farmers, NGOs and others on the problems related to agriculture viz. disease and insect control, improved cultivation practices, nutrient deficiency of crops, etc.

3.9    Train extension personnel on the use of BINA developed technologies for sustainable higher agricultural productivity.

3.10      Help other organizations to implement their training and orientation courses. 

 

3. Grievances Redressal

 Director (Administration & Support Service) will function as focal point and will ensure expeditious redressal of grievances. Every Wednesday from 11.00 am to 12.00 am, members of the public can meet him/her seeking redressal of their grievances and complaints. He will respond complaints/grievances of them and send updated information to Office of the Director General regarding redressal of the grievances regularly. Director General will inform the matters to Secretary, Ministry of Agriculture if it deems necessary. The Citizens’ charter will be reviewed annually by Director (Admin. & Support Service). Other relevant information regarding these activities will be available in the website www.bina.gov.bd of BINA. Complaints from the employees can be sent to the focal point through proper channel and complaints from private organizations can be transmitted to the focal point directly or through e-mail: diradmin@bina.gov.bd.
